Yeah that would've been cool but then it would be like that its easy to have a mega level digimon in season 1 it was great how only Ty and Matt had Megas because it showed how those were the 2 leaders

He was discovered in a computer of a unconfirmed living things research laboratory in England. But he was treated as rumour among the researchers. He appears when his appearance can be shown, creating a fog when he does. His shiny appearance is very mysterious. This is mostly a reference to the Loch Ness Monster who also hails from the United Kingdom and is similar to the Plesiosaurus.
